About the Position

Create new innovative programming for Extended Education’s Western Washington University sponsored K-12 academic enrichment programs for local and international youth on main campus and at branch sites that supports the University mission to provide comprehensive student-centered learning and engagement with the communities in Washington State and beyond. The position will develop and deliver Youth Programs that provide a higher education connection for young students. 

Development

  • Develop and create new self-sustaining programming initiatives for the K-12 audience.
  • Develop and assess strategic plans for individual programs.
  • Develop the budget and the contract for individual programs; including negotiating costs for customized programming.
  • Collaborate with Western departments and programs, local and regional school districts, business and industry, international client prospects, and program constituents to support development of new programs.
  • Foster relationships with current and prospective international clients through understanding and sensitivity to cultural diversity.
  • Manage and direct the integrity and quality of programs by determining, implementing and evaluating policies related to youth programming in accordance with national, State and University laws, policies, and guidelines.
  • Develop partnerships and relationships with campus, school districts, educational organizations, international clients, and surrounding community to create new opportunities for program development with each partnering entity.
  • Collaborate with community philanthropic organizations and schools that provide scholarship opportunities for K-12 students in the recruitment of underrepresented students to WWU Youth Programs to support program development.
  • Ensure the suitability of academic content by providing supervision and guidance for instructors with curriculum design; collaborate with department chairs and area public school officials in obtaining approval of curriculum.

Program Implementation and Delivery

  • Draft contractual agreements with faculty, instructor, academic departments, and off-campus clients, establishing program terms and conditions, and specifying individual program requirements, financial agreements and institutional policies and procedures.
  • Facilitate performance of contractual agreements by all contracting parties.
  • Manage the facilitation and delivery of youth programs that are held on main campus and branch locations in Anacortes and Poulsbo.
  • Mentor staff in the delivery of youth programming at Western’s branch locations in Anacortes and Poulsbo. 
  • Understand and comply with Washington State laws and Western Washington University policy with respect to minors on-campus.
  • Provide 24/7 emergency response for all Youth Programs
  • Manage a $50,000 Western Foundation account that funds development of science research programs for area middle school students each summer for an 8-10 year cycle.
  • Reconcile the revenue and expenditures to ensure accountability of each individual program budget.
  • Manage and direct quality control and continual growth of programs by regularly evaluating and analyzing each individual program for self-sustainability.
  • Develop recruitment strategies for new programs in collaboration with Extended Education’s Marketing Unit.

Staffing Recruitment and Oversight

  • Manage, direct and mentor a Program Specialist 2 in the administration and facilitation of youth programs.
  • Supervise student employees, employed by Extended Education’s Youth Programs, located on the Bellingham Campus.
  • Oversee Youth Program instructional staff. Youth Program instructional staff is comprised of non-tenure track faculty and student classroom assistants.
  • Direct and monitor the recruitment, hiring, and contracting of instructors and support staff, faculty area schoolteachers, and students, specific to each individual program through a variety of methods: referrals, position postings, personal contacts, departmental contacts, and outside solicitation.
  • In collaboration with Woodring College of Education, provide practicum and volunteer experiences for Western education students with youth programs.
  • Conduct informational presentations at professional meeting and events to recruit instructional staff.

Other Duties as Assigned

  • Manage, direct, and oversee fund raising initiatives that provide scholarships to underrepresented youth to enroll in programs.

Required Qualifications
  • Bachelor’s degree
  •  3 years of experience in the development and management of multi-faceted group programs, events, or projects.
  • Demonstrated ability to foster and cultivate relationships with diverse groups: community-based, international, youth, or similar groups or organizations. 
  • Demonstrated proficiency in budget development and management.
  • Demonstrated ability to communicate effectively, verbally and written.
  • Demonstrate proficiency with MS Office or similar.
  • Ability to work nights and weekends.
  • Valid driver’s license, reliable transportation, and 2 years of safe driving experience to travel regularly and frequently to various locations to work with partner organizations and agencies.  May use state vehicle when available.
  • Experience working with youth in educational setting.
Preferred Qualifications
  • Experience working in higher education
  • Experience with fund raising.
  • Experience in community engagement and networking.
  • Ability to articulate educational trends and research in emerging and innovated pedagogy.
  • Demonstrated ability with Millennium Fast Financial System or similar.
  • Experience in drafting memorandums of understanding and contracts.
