About the Department

Risk, Compliance and Policy Services (RCPS) provides a range of institutional services.  It operates the University’s risk management, compliance, public records, policy and rules (WAC) development activities, and acts as a consultant and service-provider to executive, division, college, and unit leadership who have substantive responsibility for managing risk and compliance.  Along with Internal Audit, RCPS supports the Finance, Audit and Enterprise Risk Management (ERM) Committee of Western’s Board of Trustees in fulfilling its fiduciary responsibilities for the University.

About the Position

As our Risk Management Specialist you will be responsible for the day-to-day administration and coordination of the University’s various property, liability and student insurance programs, and their related functions, including the handling of property and liability claims.  You will provide advice to individuals within the campus community who have substantive responsibility for managing risk in their areas.  You will also seek restitution from culpable third-parties that have caused damage or loss to University assets.  In addition you support compliance and Enterprise Risk Management (ERM) activities.

Position Responsibilities:      

Insurance and Risk Management Finance:

  • Procures and coordinates property, liability and student insurance policies, self-insurance and, if applicable alternative risk-financing.  Assures timely renewals, policy issuances, providing underwriting data, and amends coverage as the University’s exposure to risk changes.
  • Completes a technical review of all insurance documents, including policies and endorsements, for accuracy.
  • Implements the University policy for allocation of costs for insurance, self-insurance, and other risk management expenses to appropriate divisions, colleges, departments or programs, or other cost centers.
  • Arranges online self-enrollment and payment solutions for voluntary student insurance plans.
  • Administers the contractual relationships with third-party service providers, including insurance brokers, insurers, claims adjusters, and the State of Washington.
  • Arranges for the issuance of University certificates of insurance.

Risk Management/Compliance/ERM:

  • Provides guidance and process to University employees on best practices and practical solutions for identifying, assessing and responding to risk.
  • In coordination with the Director, develops and implements University policies and procedures to respond to risk associated with University activities.
  • Develops and provides trainings, briefings, and other presentations on insurance and risk management strategies for University audiences.
  • May respond to emergencies and disasters as part of the University’s incident command system (ICS) or other response team.
  • Represents risk management on University committees and project teams.
  • Maintains risk management and insurance webpage.
  • In the Director’s absence, analyzes contracts and agreements entered into by the University with respect to indemnity, insurance and other risk-related provisions, reviews certificates of insurance, and makes recommendations for mitigating contractual liability and risk. 

Claims and Restitution:

  • Facilitates the resolution of claims and lawsuits by analyzing insurance policies or self-insurance for coverage, recommending possible resolutions, and administers claims submissions and payments. 
  • Facilitates claims investigations and legal discovery when necessary. 
  • Collaborates with the Assistant Attorney General’s Office and outside counsel on litigation and potential litigation/claims.
  • Collaborates with insurance adjusters on property damage or loss claims.
  • Seeks restitution from culpable third-parties that have caused damage or loss to University assets.
  • Seeks public assistance from the Federal Emergency Management Association (FEMA) and the Washington State Emergency Management Division when it becomes available. 

Administration:

  • Assists with compliance management, internal controls, public records requests and University policy services, and serves as back up in the absence of RCPS staff.
  • Maintains up-to-date professional skills and knowledge regarding risk management practices and risks related to higher education.
  • Complies with University policies and procedures, state laws, and state regulations as required to successfully accomplish the duties of the position.
  • At the request of the Director, performs other duties as assigned, including special projects.
Required Qualifications
  • Bachelor's degree
  • Hold an Associate in Risk Management (ARM), or similar insurance/risk management designation
  • Five (5) years of progressive risk management or commercial insurance company experience
  • Demonstrated experience collaborating and working effectively with broad constituent groups and/or teams
  • Demonstrated ability to work effectively with people of diverse backgrounds and perspectives
  • Demonstrated knowledge of basic contracting practices
  • Demonstrated excellent written/oral communication skills, and the ability to deliver sensitive information tactfully and professionally
  • Demonstrated ability to effectively present information and respond to questions from management, staff and the general public
  • Demonstrated ability to maintain high moral and ethical standards
  • Demonstrated ability to manage multiple and competing projects and deadlines
Preferred Qualifications
  • Experience in a higher education or government risk management program
  • Knowledge and experience with Enterprise Risk Management
  • Experience with a compliance program, internal controls, public records requests, and/or policy writing
Salary Start of salary range is $66,258, commensurate with experience, with an excellent benefits package.
