About the Position

The Equal Opportunity Office is hiring an additional Title IX/Civil Rights Investigator. 

The Title IX/Civil Rights Investigator position investigates and resolves complaints of sexual misconduct, including sexual harassment, sexual violence (sexual assault, domestic and dating violence, stalking), and gender based discrimination, utilizing a trauma informed approach.  This position also investigates other discrimination complaints, provides Title IX related training and outreach to members of the University community, monitors and logs complaints, and performs related duties as assigned.  The Title IX/Civil Rights Investigator reports to the Vice Provost (VP), Equal Opportunity and Employment Diversity and Title IX Coordinator.  This position collaborates with campus offices and partners, including the Dean of Students Office/Student Life, Prevention and Wellness Services, the Student Health Center, University Police and the Counseling Center, among others.

Position Responsibilities/Duties:

  • Title IX Complaint Investigations
    • Collaborates and consults with the Vice Provost/Title IX Coordinator to review and investigate Title IX complaints while ensuring a prompt, thorough, and equitable response to reports and incidents.
    • Provides periodic, timely updates regarding status of complaints received to the Vice Provost/Title IX Coordinator to identify and address any patterns or systemic problems and to ensure that Title IX policies are communicated to university stakeholders and constituencies.
    • Resolves informally allegations that do not rise to the level of Title IX violations.
    • Maintains a high level of confidentiality. Ensures a well-documented Title IX investigative process.
    • Continuously identifies and integrates best practices in Title IX investigations.
  • Discrimination and Harassment Complaint Investigations
    • Investigates illegal discrimination and harassment, including but not limited to, reports of sexual misconduct, sexual harassment, sexual violence (sexual assault, dating and domestic violence and stalking), and gender based discrimination.
    • Acts as a neutral third party throughout all aspects of the investigation process and ensures a well-documented, prompt, fair, and impartial process for all parties.
    • Resolves informally allegations that do not rise to the level of discrimination or harassment violations.
    • Maintains a high level of confidentiality.
    • Continuously identifies and integrates best practices in investigations.
  • Training
    • Provides Title IX training and outreach to campus community.
  • Investigatory Reports
    • Composes comprehensive written investigative reports that clearly identify the issues investigated, summarizes the evidence found, including information gathered from interviews conducted during the investigatory process, analyzes the matter within a legal framework, applies relevant laws, policies and procedures and makes findings and recommendations.
  • Database Management and Reporting
    • Assists in maintaining database related to reports of Title IX sexual misconduct including sexual harassment, sexual violence, and gender-based discrimination and harassment. Develops and creates reports assessing trends and identifying areas of concern in the campus climate.
  • Assists in Response to Civil Rights Charges and other Requests for Information
    • Assists in coordinating responses and/or position statements for civil rights charges filed externally, including, but not limited, charges filed with the Equal Employment Opportunity Commission, the Washington State Human Rights Commission, and the Office for Civil Rights.
  • Other Duties as Assigned
    • Participates in ongoing training on Title IX and other federal laws and regulations and stays current with recent changes/guidance; investigative techniques, including trauma-informed interviewing and approaches; and cultural sensitivity.
    • Assists in sexual violence climate survey development, distribution, analysis, report writing, and follow-up.
Required Qualifications
  • Graduate Degree or equivalent combination of education and years of relevant experience;
  • Minimum of three years of civil rights or similar investigation experience, including investigating Title IX complaints or similar complaints;
  • Demonstrated ability to effectively work with a wide range of individuals from diverse backgrounds;
  • Demonstrated ability to provide support in the implementation of policies and procedures related to civil rights compliance with a focus on Title IX related matters;
  • Demonstrated ability to investigate and resolve Title IX complaints of harassment and discrimination, and discrimination based on other legally protected characteristics;
  • Demonstrated ability to conduct investigations with a culturally sensitive and trauma-informed approach;
  • Knowledge of applicable Civil Rights laws and guidance, especially as it relates to Title IX of the Education Amendments of 1972; knowledge of OCR guidance and VAWA regulations;
  • Excellent oral and written communication skills, including the ability to convey relevant information in clearly written investigative reports;
  • Demonstrated ability to accurately analyze and apply legal and policy standards to specific factual situations;
  • Demonstrated ability to write analytical and legally framed investigation reports;
  • Demonstrated ability to handle a significant caseload, prioritize and organize work effectively, manage multiple high priorities and deadlines, and maintain detailed records in a fast-paced environment;
  • Excellent interpersonal skills and ability to work collaboratively in a team environment;
  • Ability to establish rapport and work cooperatively with students, faculty, staff, and outside agencies;
  • Competence in Microsoft Office, including Excel.
Preferred Qualifications
  • JD or advanced degree in other relevant field;
  • Title IX Investigation training and/or certification;
  • Experience working in a higher education setting and with college students.
