About the Position

As our Assistant Director, you will works with the Budget Director in providing leadership, administration and coordination for the Budget Office.

You are primarily responsible for assisting the Budget Director in providing leadership and overall management of the University’s biennial budget, technical preparation of the operating budget and consolidation/reconciliation of the overall University budget, and providing University-wide planning analyses for use by the Budget Director, Vice Presidents and President of the University.

University Budgeting and Legislative Duties:

  • Serve as lead during legislative sessions overseeing and approving fiscal impact statements, fiscal notes, addressing legislative inquiries, and other state agency information requests
  • Monitor and adhere to state policies and legislation related to provisos within appropriations and other legislation to ensure institutional compliance with legislative intent and provide advice on their impacts and implementation
  • Review budget proposals submitted by campus community for reasonableness and accuracy
  • Set University timelines for annual and biennial budget processes (budget calendars)
  • Develop and implement annual internal budget allocation and revenue plans
  • Lead the development and technical preparation of Western’s biennial and supplemental operating budget requests to the State and oversee data entry into State budget system (BDS)
  • Assist in preparation of decision making material for Board of Trustees and senior management
  • Assist the Director in providing direction and leadership to the campus in the development of budgets for both decision packages and internal allocations
  • Supervise the construction and reporting of the biennial and annual allotment expenditure plans for all allotted operating funds; conduct monthly monitoring to ensure internal allocations and allotments remain reconciled
  • Assure the University’s state funded budget remains in balance with appropriation
  • Complete annual internal budget allocation plan and reconciliation to ensure accurate operating budget is loaded during annual budget build
  • Frequently attend State-wide, University and divisional level meetings on behalf of the Director

Ad Hoc Report Creation, Analyses, and Project Work:

  • Independently prepare reports, analyses and projects for University Administration
  • Perform, and, at times, supervise, the production of budget analyses, the development of cost studies, the development of business plans and management reports, and the production of analyses for collective bargaining
  • Prepare management reports and analyses in a variety of formats including narrative writing. Create graphic presentations for use in various presentations
  • Oversee University tuition forecasts and tuition waiver budgets
    Conduct research, policy analysis, special reports and correspondence as needed in support of the Director
  • Analyze and resolve institutional budget discrepancies and variances
    Develop management reports from Information Systems (mostly Millennium FAST)
  • Conduct forensic accounting and research into budgets, actuals and variances
  • Train and support divisional budget officers

Manage the Budget Office in the absence of the Director:

  • Guide and train staff in cooperation with the Director
  • Manage the daily operations of the office and take the lead on urgent issues
  • Assign work and resolve employee issues in cooperation with Director
  • Attend Board of Trustees meetings, BFA leadership meetings, UPRC meetings, and other committee or ad hoc meetings
  • Professional Development and Continuous Process Improvement:
  • Complete ongoing internal and external Professional Development opportunities to maintain current knowledge and skills regarding current profession trends
  • Continuous monitoring, researching, and benchmarking to identify improvements and efficiencies in processes and systems
  • Implement continuous improvements in budget office services, processes, and information availability

Professional Development and Continuous Process Improvement:

  • Complete ongoing internal and external Professional Development opportunities to maintain current knowledge and skills regarding current profession trends
  • Continuous monitoring, researching, and benchmarking to identify improvements and efficiencies in processes and systems
  • Implement continuous improvements in budget office services, processes, and information availability
Required Qualifications
  • Bachelor’s degree
  • Seven or more years of meaningful experience in higher education, public budgeting, or financial administration
  • Demonstrated competence in planning, process analysis, and budget analysis
  • Demonstrated excellent written and verbal communication skills with a diverse group of business and technical teams
  • Proficient with MS Office suite
  • Demonstrated ability to contribute to a positive work environment where people of diverse identities and backgrounds are respected and valued
Preferred Qualifications
  • Master’s degree in Business Administration (MBA), Master’s degree in Public Administration (MPA) or a closely related field
  • Ten or more years of meaningful experience in higher education, public budgeting, or financial administration
  • Higher education experience
  • Experience with fund accounting
  • Experience with legislative and policy analysis
Salary Starting salary range is $77,199 to $90,066, commensurate with experience; includes an excellent benefits package
